In Brest, unions of the Primary Health Insurance Fund denounce an increase in attacks

“The CPAM reception in Brest Bellevue will be closed until Thursday 28 and Friday 29 July. Policyholders can go to the CPAM site in Square Marc-Sangnier, open from 8:30 a.m. to 12:30 p.m. and from 1:30 p.m. to 5 p.m. you at 3646 or via the ameli account”. The press release that the Finistère Primary Health Insurance Fund sent to the press on the morning of Thursday July 28 does not specify the cause of this closure, for four days, from July 26 to 29.

Attacks and incivilities on the rise

According to the FO and CFDT unions, in addition to summer holidays, sick leave contributes to reducing the workforce. They are linked to physical and/or verbal aggression suffered by reception agents, in particular in the three largest agencies in Finistère: Quimper and, in Brest, Bellevue and Marc-Sangnier. In this case, in Bellevue, on July 1, 2022, “an insured person came forward to complain about late payment of his daily allowances. He was very threatening to an agent and he came back twice.

In a press release, the two unions say that, “after a first physical attack during the summer of 2021, there is unfortunately a significant increase not only in attacks but also incivility” in Finistère. “The situation is detrimental for both agents and policyholders. The permanent drop in staff with only one replacement for three departures, the constant increase in the number of files to be processed and the health crisis are extending the processing times for files. Physical reception is saturated and calls to 3646 are increasing in a singular way. This situation generates stress and unease at work for the reception agents, to which is now added a feeling of insecurity. The unions believe that management does not hear their warnings.

The CPAM, La Poste and the metropolis raise awareness among citizens

At the end of November 2021, the CPAM and La Poste had publicly denounced attacks. Today, “the management of the fund, which remains very attached to welcoming its policyholders throughout the year, including in the summer period, reminds us that it does not tolerate any form of aggressiveness against its collaborators, working at the service of users and their health”. At the end of April 2022, it was Brest Métropole which launched a campaign to raise awareness among citizens, after having seen the number of physical or moral attacks jump by 36% in one year. In addition, in July 2022, the Ecomiam store closed in Bellevue, after an employee was attacked. The merchants of Place Napoléon III, in Bellevue, were subsequently surprised by the words of its manager.
